Transformation Division (TF), Strategy, International & Research Group (SIR) Reports to: Branch Head, Data Governance Office (DGO) The Strategy, International & Research (SIR) Directorate oversees and drives MSF’s strategic planning, transformation, international engagement, as well as research and analytics efforts to achieve MSF’s strategic outcomes. As part of the Transformation Division in SIR, the Data Governance Office drives MSF’s data strategy, develops data governance policies and processes, and builds data capabilities within MSF. DataSphere is MSF’s centralised data analytics platform/data lakehouse supporting the integration and use of data for analytics and decision-making. About the Role The Data Governance Office drives MSF’s data strategy, develops data governance policies and processes, and builds data capabilities within MSF. As Assistant Director (DataSphere), you will support the Product Owner in driving the development, delivery and adoption of DataSphere. You will supervise a team of officers and work across MSF divisions and technical partners to translate business and data needs into product priorities and deliver solutions that enable better use of data. Responsibilities Product & Platform Delivery - Support the Product Owner in shaping the DataSphere product roadmap, priorities and backlog, aligned with MSF’s data transformation objectives. - Translate business and user needs into clear requirements and use cases, working with business and technical stakeholders to drive implementation. - Oversee DataSphere initiatives, including data onboarding and integration, data quality, governance and platform enhancements. - Monitor delivery, dependencies and risks, and facilitate timely resolution or escalation of issues. Adoption & Stakeholder Management - Engage MSF divisions to identify and prioritise valuable DataSphere use cases and drive platform adoption. - Gather user feedback and translate insights into improvements to the platform and user experience. - Work across business, data and technical teams to align expectations, resolve issues and deliver intended outcomes Team Leadership - Lead and supervise officers supporting the DataSphere portfolio, providing direction, coaching and development. - Set priorities and oversee the quality and timeliness of the team’s work. - Build team capabilities in product management, data management and stakeholder engagement. Requirements Essential - Relevant tertiary qualification in Information Systems, Computer Science, Data Science, Business Analytics, Engineering, Business or a related discipline. - Relevant experience in data platforms, digital products, analytics or technology-enabled transformation, including supervisory or team leadership experience. - Good knowledge of product management, including roadmaps, requirements gathering, backlog prioritisation and user/stakeholder engagement. - Good understanding of data management concepts, including data integration, data quality, data governance and data stewardship. - Sufficient technical knowledge of data platforms, APIs and ETL/data pipelines to work effectively with technical teams. - Strong analytical, communication and stakeholder-management skills, with the ability to manage multiple priorities and work across business and technical teams. Desirable - Experience with enterprise data and analytics platforms such as Databricks. - Knowledge of Singapore Government data governance, security and IM8 requirements. - Working knowledge of SQL.
