Manager / Senior Manager (DataSphere), SIR/TF

Transformation Division (TF) Strategy, International & Research Group (SIR) Reports to: Assistant Director / Branch Head, Data Governance Office (DGO) The Strategy, International & Research (SIR) Directorate oversees and drives MSF’s strategic planning, transformation, international engagement, as well as research and analytics efforts to achieve MSF’s strategic outcomes. As part of the Transformation Division in SIR, the Data Governance Office (DGO) drives MSF’s data strategy, develops data governance policies and processes, and builds data capabilities within MSF. As Manager / Senior Manager (DataSphere), you will support the development and adoption of DataSphere, MSF’s centralised data analytics platform/data lakehouse. You will work with MSF divisions and technical partners to onboard and manage data, support platform enhancements and use cases, and ensure that data on DataSphere is well-governed, reliable and fit for use. Responsibilities DataSphere Delivery & Product Support - Gather and translate business and user needs into clear requirements and use cases for DataSphere. - Support product planning and prioritisation, including maintaining requirements, tracking deliverables and coordinating with business and technical stakeholders. - Support the implementation of platform enhancements and DataSphere use cases, and gather user feedback to improve the platform and user experience. Data Integration & Management - Work with MSF divisions and other government agencies to onboard and integrate datasets into DataSphere. - Coordinate data integration activities and address data quality, data mapping and other data management issues. - Perform data stewardship responsibilities to maintain the integrity, quality and usability of datasets on the platform. - Maintain relevant data governance processes and controls in accordance with applicable requirements, including IM8. Stakeholder & Adoption Support - Engage MSF divisions to understand data needs and identify opportunities to use DataSphere for analytics and decision-making. - Work across business, data and technical teams to resolve implementation issues and support delivery. - Support user onboarding and adoption of DataSphere, working with relevant teams on guidance and enablement where required. Requirements Essential - Relevant tertiary qualification in Information Systems, Computer Science, Data Science, Business Analytics, Engineering or a related discipline. - Relevant experience in data management, data platforms, analytics or digital product/project delivery. - Good understanding of data integration, data quality, data governance and data stewardship. - Knowledge of APIs, ETL/data pipelines and data analytics platforms. - Working knowledge of SQL and data manipulation. - Good analytical and problem-solving skills, with the ability to translate business needs into practical data or system requirements. - Strong communication and stakeholder-management skills, including the ability to explain technical concepts to non-technical stakeholders. - Ability to work collaboratively across business and technical teams and manage multiple workstreams. Desirable - Experience with enterprise data and analytics platforms such as Databricks. - Knowledge of Singapore Government data security, privacy and IM8 requirements. - Experience in product management or Agile delivery, including requirements gathering and backlog management. - Familiarity with collaboration and documentation tools such as Jira and Confluence.
