The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental agency for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and childcare centres. The Sector Funding department in ECDA administers supply-side funding schemes for government supported and non-government supported preschool operators to increase access to quality and affordable early childhood care and education. Responsibilities We are looking for a team player to join us. You will play a key role in designing and implementing supply-side grant schemes for preschool operators. You will need to be meticulous to ensure compliance and accurate fund administration. You would also need to have good engagement and communication skills to work closely with various stakeholders including preschool operators and government agencies to achieve scheme outcomes. There will also be opportunities to transform and streamline existing work processes with the use of data and technology. Specifically, you will have the opportunity to undertake (including but not limited to) the following: • Conduct scheme reviews of funding models and scheme parameters to ensure affordable, accessible, quality and inclusive preschool provisions and develop recommendations to enhance scheme administration and operational policies • Oversee end-to-end grant administration, including: o Processing grant applications o Contract management o Budget management and grant disbursement o Performance management and audit • Drive transformation initiatives to modernise scheme administration and reporting through technology and process innovation • Optimize operational processes through data-driven insights and risk management strategies • Develop data dashboards and employ analytics for strategic decision-making Requirements • Team player who can work well and build good collaborative relationships with various stakeholders. • Strong analytical skills, with ability to read, understand and sense-make data to support analysis • Good stakeholder management capabilities. • Effective interpersonal and communication and presentation skills • Ability to multi-task and work independently in a fast-paced environment. • Resourceful, meticulous, and detail-oriented • Tertiary qualification in any discipline. Qualifications in Accounting, Business/Finance, Economics or Mathematics would be a bonus. • Prior working experience in Grants Administration, Audit, Banking or Financial services and/or track record in process improvement and system enhancement initiatives would be a bonus • Proficient in Microsoft office and data visualization tools (e.g. Tableau, Power BI) • Knowledge of programming languages (e.g. Python) would be advantageous
