The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental authority for the early childhood (EC) sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both childcare centres and kindergartens. ECDA is an autonomous agency jointly overseen by the Ministry of Social and Family Development (MSF) and the Ministry of Education (MOE) and is hosted under MSF. The Sector Planning Department in ECDA oversees infrastructure as well as manpower planning in close collaboration with industry partners and other government agencies. Responsibilities As a member of the Manpower Planning team within the Sector Planning Department, you will join a dynamic close-knit team to collaborate with stakeholders and drive manpower recruitment and retention initiatives across the early childhood sector. The key responsibilities for this role include: • You will work on manpower initiatives and schemes to ensure adequate manpower supply of good quality. This could include operationalising local and foreign manpower schemes for the overall early childhood and early intervention sectors, as well as other specific manpower pipelines. • You will have exposure to work on cross-team / cross-unit projects to ensure robust manpower planning and perspectives are in place. • Through your work, you will gain exposure to strategic engagement of stakeholders, inter-agency coordination of policies / programmes, and impact / outcome evaluation of policies. You will work with a range of stakeholders, such as preschool operators, training providers, other Government agencies, to analyse manpower issues and trends, and propose solutions. This is an individual contributor role reporting to Assistant Director (Manpower Planning). Requirements • Strong analytical abilities, and excellent written and communication skills to present views clearly and persuasively • Systematic and attentive to details • Good team-player with well-rounded interpersonal skills to work across teams and with diverse stakeholders (public and private sector) • Able to work independently in a fast-paced environment, and manage multiple projects with tight timelines • Data analytical skills and/or good Microsoft Excel proficiency preferred • Fresh graduates are welcome to apply
