This role is with the Discharge Quality Branch of the Water Reclamation (Network) Department. Responsibilities • Review, execute and manage work processes • Administrate legislative submission requirements for Written Approval / Trade Effluent Scheme / General Waste Collection disposal permit applications • Plan and execute surveillance and enforcement programme to ensure factories and eating establishments comply to legislations; Programme include assess risk profile of factory and inspection intervals, perform inspections on factory, lead investigation work into non-compliance, and factory engagement, etc. • Review and propose amendments to legislations to address emerging needs • Plan and execute source tracing exercises to illegal dischargers and ambushes on suspected dischargers • Plan and execute engagement programme to raise awareness and education to industries and other stakeholders on trade effluent discharge • Build manpower competence and technologies capability to enhance existing surveillance and enforcement programme • Plan, review, execute and manage procurement contracts and technological projects • Work with other Branches to resolve public feedback cases involving illegal discharge into sewers and grease encrustations causing flow impediment issues Requirements • Bachelor’s in Engineering (Civil, Environmental, Mechanical and Electrical as well as other relevant disciplines) • Fit and able to work outdoors/carry out site work • Proficient in MS Office Applications • Confident with IT systems, new technologies, and data analysis • Possess Class 3 or 3A driving licence • Independent, result-oriented and self-driven team player • Good communication and interpersonal skills • Possess a positive, can-do attitude • Be able to respond to urgent situations outside normal working hours on short notice
