The Communications, Engagement and Partnerships Department (CEPD), under MOM’s Assurance, Care and Engagement (ACE) Group, works with NGOs, community partners, government agencies and other stakeholders to improve the well-being of Singapore’s migrant workforce. This is a purposeful role that offers opportunities to co-create and co-deliver solutions that better support migrant workers (MWs) and migrant domestic workers (MDWs). We are looking for a dynamic and experienced leader to join the team as Senior Assistant Director. The successful candidate will lead Engagement and Partnerships work within CEPD, overseeing strategies, programmes and stakeholder relationships that strengthen the ecosystem of support for MWs and MDWs. Responsibilities As team lead for Engagement and Partnerships, you will develop strategies to engage and collaborate with key stakeholders, including community partners, employers, schools, government agencies and foreign embassies. You will assess the needs of the migrant workforce, identify new partnership opportunities, and build an ecosystem that mobilises broad-based support for MWs and MDWs, while advancing MOM’s and Singapore’s interests. You will also work closely with MOM departments and external agencies to develop programmes, secure resourcing, and oversee implementation. This includes monitoring, evaluating and reporting on partnership initiatives and their impact, so that insights can inform programme design and continuous improvement. The role also involves leading a multi-functional team responsible for co-creating and co-delivering initiatives such as socio-recreational activities, training and employment pathways, well-being assistance, and alternative rest spaces or meaningful off-day programmes for MDWs. You will help deepen existing partnerships, onboard new partners, and foster co-ownership of solutions that are grounded in the lived experiences of migrants. In addition, you will oversee grant administration and governance, including tracking deliverables, budget utilisation and resourcing for committed and new initiatives. Requirements • At least 10 years' working experience in stakeholder management, planning and/or policymaking, of which there should be at least 3 years of supervisory experience. • Experience in grant design and administration will be an advantage. • Keen interest in uplifting the well-being of migrant workers and migrant domestic workers. • Excellent communication, interpersonal and writing skills. Strong analytical and problem-solving skills are also required. • Comfortable with data analysis and meticulous with accounting and budgeting matters; familiarity with MS Excel and pivot tables is preferred. • Able to work on some evenings and weekends for engagement sessions, with appropriate time-off provided.
